The code and the rules are related but they are not the same things.
-Rules for digital games are the same as non-digital ones: they are fixes, binding, explicit and unambigious, shared, repeatable, and limit player’s action.
-Visual and audio in games can be prototyped with placeholders, which shows that they are not part of the formal structure. Hence, they are not part of rules.
-There are games where visuals can be part of the rules, e.g. size of a sprite effecting the difficulty of avoiding hazards.

Operational rules of digital games: relate directly to player’s behavior and interaction with the game, handles external events
